concerning the carriage of yad postal matter the wording of the
entire eerbro section (i:e. clause 24) shall be as follows :-- *Each section agrees to provide special and suitable compartments for the conveyance of mails; the terms and conditions under which mails are conveyed will be arranged between the Postal Authori- ties of Hongkong and of the Chinese Government'", The method proposed in the printed Agreement is a simple ani satisfactory one. It leaves each section frec to make its own arrangements with the Postal Department of its own country, and eliminates all complicatim postal transit charges from the Railway accounts. I demur to the Chinese withdrawing their concurrence to a plause to which they had already agreed, and I trust that you will be able to retain it in its present form. I may add that Mr. Chao informed Messrs. Lindsey and Clementi that the
Chinese Chinese section had already agreed with the/Postal Authorities to carry mail-watter free of charge between Canton and Sham Chun.
